The message means what it says. Either your password or login name is wrong. No amount of PC fiddling is going to change that. This isn't a PC problem; you and Steam are having a fundamental difference over your account details.

Have you done what Nx Machina recommended? Remember it wants your ACCOUNT name, NOT your profile name (display name) - those two things are not the same. Also, not your email. Check your emails from Steam if you can't remember the account name.

Also, a good idea to check that you're trying to sign into the right account and not an alt.
