Same here
I tried a lot of things, nothing worked. I tried:

-Clearing download cache (http://store.steampowered.com)
-Verifying integrity of game cache
-Executing "steam://flushconfig"
-Changing to "only update this game when i launch it"
-Changing in game to "Allow all custom files from server"
-COMPLETELY reinstall Gmod and Steam

I don't know what could be the problem, but it's driving me f***ing crazy.

i think i figured it out. its some stupid update. but i found out too late i deleted everything which helped but now i had to re dowload the addons i wanted to keep. but if theres another way without deleting addons from workshop and then deleting them from file, id be happy. so basically delete everything completely i even re installed g mod to make sure.
its fine now but still shows up before i get new addond

It's great that you could fix the problem. Sadly, for me, I couldn't. I don't know what to do, I cleaned all the harddrive, instaled windows again, steam and games, and the problem continues.

do you know where to locate the addons folder in your computer its in programs86 or programs and you should find steam and find gmod theres addons delete them all and then go on workshop and delete them from there too. and then restarty gmod the sign is still there on mine too. but its lets the addons load now

I know how to delete this stupid thing (yesterday it worked for me)
1.Delete all addons from workshop (or from the addon folder)
2.If it is still there, try to switch Gmod developement Branch
(here's a tutorial:https://steamcommunity.com/sharedfiles/filedetails/?id=151674669)
3.Now Gmod is getting a new update,so you'll have to wait.
4.After it is updated,start Gmod.
5.Now its gone, but most server doesn't support this mode,so switch again to normal mode (like in 2)
6.It is getting another update, so wait.
7.When its finished, you can start Gmod and its gone!

This thing was very annoying and thank god its gone!Good luck!

Guys the pop up is staying there because it cant connect to the workshop, my problem was that my date and time was wrong however it could also be a firewall blocking the connection, try both things and it should work.

Excuse the necro, but this isn't true in the slightest. My issue had nothing to do with firewalls or the date.

if you go on dev branch in properties and update go in and go out and go to none and then boot it up it should work (worked for me)
