Refund Request Denied
I refunded the base game of "Dead By Daylight" and it was accepted. I then tried to refund the DLC (Halloween DLC) and it was denied. How exactly am I meant to be able to use the DLC without the base game? When I tried to make a support ticket every link I clicked just led back to the help.steampowered.com website and I tried another time and it was also denied, well after the base game was refunded.

you needed to get rid of the dlc before you got rid of the game

Are you certain they werent both covered in the original refund request? reread the email. if you submitted a second refund for just the dlc that probably got rejected because it was already refunded.

Yep, OP should check the "Account details", it's all written there.
someone had an issue like this yesterday and futher prodding with a ticket was required. If you are having trouble submitting one use a different browser (or the client if you werent already) seems to clear that up for most.
You need to go through the prompts to submit a ticket, that way it gets categorized correctly.
Same way you issued the original refund request, select the game, select the reason, detail that the original game was refunded and for some reason the dlc wasnt. Thats the only way to do it.
its a form response, not automated. You need to submit again and detail that the game itself was refunded, and that the dlc was played no more than that. There is NO other avenue to have it heard.
