Does a game's download count towards the 2 day refund?
If a game is downloading, does that count towards the 2 days refund thing?

There is no "2 day refund" thing.

You need to have purchased it in the last 2 weeks and have less than 2 hours of PLAYtime

Also, downloading does not count as playtime. But there is an exeption.
Games that use a game launcher that then in turn downloads the files.
For example "Elder Scrolls Online". Running the launcher and downloading the files
counts as playtime for the refund policy.
But its only a handful of games that use launchers like that.

Two weeks since purchase and less than two hours played.
Download does not count as long as the download is directly from Steam, additional downloads through launchers do count as gameplay.
