Games that use a game launcher that then in turn downloads the files.
For example "Elder Scrolls Online". Running the launcher and downloading the files
counts as playtime for the refund policy.
But its only a handful of games that use launchers like that.
Download does not count as long as the download is directly from Steam, additional downloads through launchers do count as gameplay.
