I'm not sure but scammers been using them to scam people so maybe steam has blocked them. Just a guess.

have you tried adding one to a paypal and using paypal to make the purchase, have you fully set up the card with SSN if required and other required info? i personally use vanilla visas.

i actually considered using paypal but thanks to previous problems with it i avoid it like the plague.
You will need to register a name, address, and phone number to the card before using it on Steam. Many web sites only check the card number and CVV2, but Steam requires the billing information to match as well. If the information is wrong or missing, Steam will refuse the transaction.

well that's the thing it's a registered debit card and i after checking with the card company the billing info and everything is accurate so it's gotta be a problem on steams end cause their blocking my vanilla visa also something that has worked before when buying steam games.
If you don't mind, what is the exact error Steam is giving when they decline you?

An unexpected error has occurred. Your purchase has not been completed.
Please contact Steam Support.
You can look over "An unexpected error has occurred. Your purchase has not been completed. Please contact Steam Support., but in all likelihood you will need to get in touch with Steam support.

well i sent them 2 messages already but they have yet to respond.
I would not open multiple tickets, it just sends you to the back of the line. I'd close the newer ticket and wait for Steam to respond to the older ticket.

apparently there's only one listed i remember before when i tried to make that second one they that told me you have already sent a ticket for this issue, so i don't think it was generated.
