Otherwise I'd add a non-Steam -game, name it the game you're wanting to upload the screenshots for. Take a screenshot in the non-Steam -game. Click [View > Screenshots], and select the non-Steam -game -> [Show on disk]
Turn the images you've downloaded into .jpg format (i.e. by saving them as JPEG with Paint) and name them after the modification date (can be found under its file properties)
For example, October 29th, 2016 - 13:46:30 (1:46:30 PM) would be
Then place that in both the screenshots and its thumbnails -subfolder.
Restart Steam and see if it picks them up in the manager.

Personally I usually just end up making my own screenshot entries under the screenshots.vdf -file. While it's more work, it's a sure way it will work.
This by adding the files in the folder, opening up the screenshots.vdf with WordPad. Adding the entry manually in there. Pretty straightforward, only things you really need to know is that you can copy hscreenshot from another screenshot entry and you can get the "UNIX Timestamp" for the creation line by using websites like: http://www.onlineconversion.com/unix_time.htm
Just means "screenshots\thumbnails\"

Alternative to this is to remove the content under the said screenshot's vrfilename -entry in the screenshot.vdf -file. Which practically delivers the same result.

So, let's pretend your x screenshot was taken in Team Fortress 2 but you only have it on your disk. Let's pretend its modification date (under its file properties) is October 21st, 2016 - 14:27:30 (completely random, it's an example.)
Your screenshots should be located like this,
Then you'd restart Steam and you should be able to upload them.
Thanks indeed, Tev. Even after all these years, your solution still worked for me. I did encounter the problem faced by the other poster but following your updated solution helped me successfully upload a screenshot online.
