If you already have Credit on your PayPal just do this, Log in to Paypal, Got to wallet, set payment methods, chosse on Paypal credit as preffered option, and save.

you can also just change the payment method when your buying a game from steam.

When you have a PayPal balance, PayPal always uses your balance before cards and bank accounts.

ok, trying to use my paypal CREDIT account for a purchase and it will not accept it. There is plenty of credit available. When I manage my payment it shows paypal credit but it is not highlighted to select., I know others who have successfully purchased directly with paypal credit

Depending on your region, Valve may or may not requre a verified PayPal account. I verified mine by attaching it to my bank account (although I've no idea whether a verified PayPal account is required in Germany, I verified it more or less for the sake of having a verified PayPal account).

When I try and use my PayPal credit it only shows my bank account and yes when I log into PayPal I have it selected as preferred
