this is how i contacted steam and got a support ticket, at least i think it was, i forget how i did it the last time after navigating a labarynth to contact them a few days ago. i'm pretty sure that was how i did it in the end and got a steam support number/ticket.
As far as I can tell, these days you have to go here: https://help.steampowered.com/en/
Once there, login to your existing Steam Account and you have to click through the options until you find a "Contact Support" button and then you file a support.
If you already have open supports they can be found here: https://support.steampowered.com/ticketlist.php - You have to log into your Steam Support Account in memory to use the ticketlist. Although, you can't create a new Steam Support Account as the new system just uses your current Steam Account.
Hopefully this helps you, but there is no longer a direct button to contact Steam Support.

If your having hardware issues, might be better to ask in the hardware section and someone will probably be able to help.
There was. Just hard to get a refund. You had to prove that nothing you, the developer or Valve did could make it work for you. I had 1 refund in 2011.
