what if i bought watchdogs2 in India and now travel to my country UAE ??? Can i paly it?? or I should play it with India's IP ???

If the game is region locked that you can only play it with the IP of the country you bought it in.
Also, if you are not at that place then trying to simulate an IP with VPN can get your account banned.
Thats forbidden by the Steam TOS.
But if the game really does not work anymore when you are back at UAE then just wait 90 days.
90 days after activation a game becomes regionfree. I often visit friends over in russia and buy some cheap Steam games there.
They wont play anymore when im back in germany but after 90 days you can install/play them like any other game.

Depends, did you buy this off of steam as it should probably be ok? However if you bought it off something like G2A or any other external purchasing site then it may be locked...

I have been wondering that too. I'm from the US and am currently in the Philippines. The games I bought while in the US work here. But will the games I buy while here work when I get back to the US? (It's hard not to buy games that are half the price as they are in US)

Most likely not. Games from the Philippines are region locked 99% of the time because of the prices.
But like i wrote above, as long as you activated the games while being in the Philippines you just have to wait 90 days from the date of activation. After that the games will become regionfree even if you are back in the USA by then. You just cant install/play them in the meantime.

Nonsense. If your store location is set to the US, then you'll buy games on US conditions while in Philippines.

I changed my store location to Philippines when I saw how cheap the games were on my stepsons account. I only bought one game so far, so if it doesn't work guess its not too big a deal.

I mean i purchased it at 10/14/2016 , so i should play it after 90 day after this date??
