1. Is it OBS or the game? Start only the game, start only OBS
2. Do you get bad performance in that game? If not, then there's no problem to solve (and GPU usage going up when gaming is the whole point of GPUs).
Otherwise, you may want to check OBS forums. It may have encoding settings. Steam for example has 2 different ways to capture from Nvidia cards, one one is better than the other in terms of CPU/GPU load. OBS may have something similar.
Out of curiosity: do you depend on OBS specifically or rather on Twitch (or streaming in general)? And if in general, why isn't Nvidia's/AMD's Twitch integration an option? I'm not trying to shepherd you into something, I'm trying to understand for the sake of my own curiosity.
