Valve produces specific games. Steam is where you buy everyone's games. So yeah that's not a valve game, and you should probably remove it via the Origin installer which is required to use the Sims.
that doesn't make it a VALVe game. If it's on the Steam store, it just like any other game, developed and published by someone else, just sold on the Steam store...
There are thousands of games on Steam, only a handful are actually developed by VALVe.
Terminology is important in communications.
