how to create booster from free game?

i want apex legends badge, how to get cards? i try to create booster - but i dont see this game on the list
i have to play it or i have to bue some dlc or something?

How can I earn more drops?
Card drops in free to play games are rewards for spending money in game.
You have not purchased anything in game after this card set was released.
Progress to next card drop
(approximately $9.00 USD per card drop)
You are not currently eligible for a booster pack
Once you have received all of your card drops, you become eligible for a booster pack containing 3 additional cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.

ok, direct link works, what about other games i cant find in a list? i even try to change number of the game at the end of link, but i see only empty page

To create a booster pack you need to have the game in your account, if it's a free game, find it in the store, click "Play" and cancel the installation process, now it should appear in the list

which games?
usually you can always create boosters for games you own, even for games that have been removed from the store.

so, basically free to play players can't create boosters or get drops.
