Disk Usage low (sub 50 mb/s) - how to fix?
Whether it's my HDD or my SSD whenever I download on Steam the Disk Usage is slow as heck.

Right now I am downloading a game and it's 30 mb/s on disk usage. It's pitiful.

Benchmarking shows my SSD reaching 500 mb/s so I know isn't a disk issue, it seems to be a Steam issue. Clearing the cache seems to temporarily help, but only for one download and then it is back to normal.

What's up with this?

There are plenty of issue or design build that cause slow disk, but most hardcore games do know HDD or SSD is still slowest media type in out pc.

so best senarios is for mopst people is OS on SSD or HDD and extra disk to games installed
best on diffrent on diffrent HDD Controll , and most Laptop dont have that and on same cable.
so you could say worst setup + with partion disk on top of this. + power scematic in balance mode, and it sounds exatly as your problem here Laptop not in 60mb/s
this dont help if you play games sametime while DL or laptop doing other task like backup or filehistory, so if you compare laptop vs Desktop + i did not even mention raid , laptop is the weakest pc , dont get us wrong here great laptop on remote task, and thats about it,
and we did not even talk CPU/GPU yet, and let us keep it simple here with disk focus.

ps.
you could say a hardcore gamer will not buy a laptop ever, not if you have high-end performance to games and disk I/O , do note most never see half of the disk content issue as serverpeople see it or workstations with multi copy or larger file copy,

laptop with powercord attached + full performance mode even that will boost disk I/O
but i cant fix 1 bus issue or multi disk on same cable or partions so 50mb/sec could be seen as max depend how build is ( do note external disk is not mention this caould actual get spped up, but steam dont recommend such, plenty of post explan that, and the issue with it, lost content if disk is not turn on doing steam startup, imo steam have broken the pc rule with have app that dont even notice or made a remote media.

fix ask Brand HD support , and use app for test throughput ( dont forget you can never be faster then the BUStransfer the data to the disk. ( do have spare test cable , not that easy on laptop knife connections cable , even that is debatable.

chipset driver to disk controll driver or usb driver has seen before to effect this.

laptop with throttle can effect max output, and same can huge virtusl ram and swap file, there are so many what if and cache today , and it could be a issue if you try play game sametime while write to disk or DL sametime.

you need to explan alot better , if you want many other point of view. and you might to live with what you have, and there is no fix.

do not have red bar in OS , that same as near full even that reduce performance.
planty of post with the 10% free rule advice windows learn us from win7 i think it was.

Are you not getting the full bandwidth usage?

Disk usage here won't really matter unless the download reaches a state where unpacking has to occur.

This is when disk usage should spike.

Breh your English is so broken I cannot follow what you are saying at all. I'm on Desktop not laptop and have a good Gigabyte mobo, good CPU (i5 8600k), 2070S and 16GB ram. My components all benchmark fine.

That is the issue, it never spikes. Even when I download a patch. The cyberpunk patch for example, it takes like an hour and a half to unpack (CPU only 40% so that isn't the problem) because the disk usage is so slow. The patch has long since downloaded, it's the disk usage that is bad.
