Witcher 3 opens with only part of window viable on screen.

When I launch the game it opens with the window half off screen. The game itself is running fine as it opens to the main menu. However, its unplayable as all the menu options are off screen. I'm running a Lenovo Legion 5, i5 and GTX 1650.

I've tried alt - enter
F11
shift right click to move
even setting the launch option in steam to windowed.

Nothing seems to help.

Any advice would be greatly appreciated.
