Is it possible to install Steam offline and play offline?
Say I have 2 separate PCs: one PC in the village with no Internet and another PC in the city with Internet. Is it possible to download steam client and install it offline on another computer? Same with games download them, back up them and unpack on a different offline computer?

You can't install Steam offline. It needs to be online at least once. Same with games, you can download them someplace else, yes, but you'd still need internet access to install the backups. Since you don't need to download too much, mobile tethering should to the job.
