Alt account with original's library?
Could someone explain to me why my new account has my old account's library in its library?

Because the games are still installed, because you've enabled SFS a while ago and forgot about it, pick one.

Steam Family Sharing, that's, for example, how my secondary account gets all the games from my primary account.

You will always see games that are installed on the PC from each account even without Family sharing enabled.

As far as I know you have to create a new windows profile and install Steam to get around this.
