If you want it to happen, suggest it in the suggetion forum.
It isn't up to Valve to allow it. The game devs/pubs do. So,the suggestion should be in the games own forum.
This isn't a "suggestion". This is asking if I can put the files/folders from a DLC into the base game.
It is not possible as all as the base game and dlc need to be purchased and activated on the same account - Steam or Epic.
No. Steam will not allow you to purchase dlc without the base game and the same applies to Epic. So you must purchase the dlc from Epic.
