Can steam DLC work with games from epic games?

Specifically with ARK. I have the base game and a fair bit of DLC on epic games. But if I got gen 2 specifically could I then somehow activate that DLC for the epic games version or vice versa?

It isn't up to Valve to allow it. The game devs/pubs do. So,the suggestion should be in the games own forum.

It is not possible as all as the base game and dlc need to be purchased and activated on the same account - Steam or Epic.

No. Steam will not allow you to purchase dlc without the base game and the same applies to Epic. So you must purchase the dlc from Epic.
