Do take backup of steam folders or rename it to steam.old
#:\Program Files (x86)\Steam\steamapps ( installed games )
#:\Program Files (x86)\Steam\steam\games ( .ico )( icon's files to all desktop shortcut's )
#:\Program Files (x86)\Steam\userdata ( save games ) depend on game devs use this place.
#:\Program Files (x86)\Steam\config\avatarcache ( profile picture ) (is at steam server user profile)
#:\Program Files (x86)\Steam\userdata\(((# steam userID nr. #)))\remote\((( another steam ID nr.)))\screenshots.
#:\program files (x86)\steam\Backups
move game folder to same place where it once was + steam.exe reclick steam.exe and let it rebuild itself upagain. takes time.
and that is why you have old steam folder so you dont get lost data and maybe local save games and other thing.
do note, this i just what folder i have notice with userdata , there could be more.
this is to avoid lost icon and other things discover over time alot of user figureout down the road

this is still same old reset steam and keep its game to avoid DL and reinstall all , its just some abit more with added it back into new steam install.
and i have not made artwork, i have no idea where that is. or cover to a game.
so gl to rebuild all that.
Yeah I'm realizing that deleting steam/steam/games folder without backing it up is a huge mistake to make. Certainly on Valve's end they could do something better to make sure this doesn't happen for when people reinstall windows or something. Would seem like something they'd fix on their end.
