i have compare the 2 max requirements in game requirements so other dont have to do that
a 2% diffrence, so i doubt its can be that maybe ask game devs also.
are you sure that pc is Update at Support pag at Brand mortherboard or PC Brsand name support place, with BIOS and Drivers.
( try safe mode and antivirus off, maybe you have a app that interference with game that drag it down. )

what about FULL PERFORMANCE , do you get more out of the pc. with more juice in power to the pc.
They are seriously biased against AMD (they delibrately slow AMD's processors down by 20%) and put in a ridiculous emphasis on single core performance, while most apps and games are starting to take advantage of 6 or even 8 core systems.

but to barely have it is not same as have alot better pc then just have it.
and it wont change what user has now anyway, now they have to live with it, or buy a better pc.
i think you can find 1000 of post with pc that dont meet the requirement at all and yet user has no issue play the game, but that not same as not tell user you dont follow the game requiments and it can give issue later in game so it crash. and lag and stutter can be seen in this category.
A game uses as much RAM as it needs. "Forcing" it to allocate more RAM would only result in RAM being reserved for the game but not being used.
It's more likely hitting restraints on your CPU cores and not properly scaling with the amount of cores available on it.

and i also think you make a mistake in GPU and CPU with FPS, this just dont help then game might not use rest of them in CPU and same goes with RAM
and game seem to use 12gb soa 16gb RAM is all what you need rest is not used by game.
point is i can only look at game requirements, and im sure all the DLC dont make it better , they add even more strain on what game requirements is.
keep in mind some of use has been have pc over 40 years , so past gen tech in minor whats better is soon forgotten then other is even better.
and then just like this game is seen as past gen games even and cant use new hardware and pc as it should. i know its not fair , but it has always been this way.
