Downloads make me feel like I'm using AOL again
I've been having an issue with downloads for well over a year now, if I sit in the download tab of my library the expected time will fluctuate wildly from "15 minutes" to "2 days" and then disappear. If i watch the graph, it shows that the disk usage is constant, but the network fluctuates wildly, and while I'm downloading I can do NOTHING but stream video on anything else in the house. My computer is essentially bricked while it's downloading, trying to even open a new tab on steam takes about 30 seconds for anything to load. If I try to play on a console and talk with other people, they report that my audio is absolutely FUBAR.

I'd just been living with it up until now, setting the download up before i go to bed, and then let it run while I'm at work, and it'd normally be done/close to done when I got home... or I would just pause it and resume before going to bed if I needed to do anything else with my computer (but that normally takes about 15 minutes because it all but crashes my computer...) I've now been waiting over 24hrs for a 15gb update to ARK that would have taken my playstation 20 minutes tops.

I've had no issues with game downloads on my switch or playstation, and i contacted my internet provider to test my network to see if it was something there to no avail... So now i'm just trying to figure out if it's a steam issue, or a computer issue...

I also have no issue downloading from anywhere else using my computer. I've downloaded games from other services, such as epic and EA, without problem.

Based on everything you've said - it's a steam issue.

Steam has a FAQ available that might help you. It's somewhere in the support area.

Steam can obliterate your connection if your PC can support it
