I'm not actually sure :-) Well, technically you can, but... initially, I had the impression that awards would just transfer 100 points to the recipient, but there are claims that Steam actually takes 66% of the points away. If that's the case, transferring points would be a bad deal -- instead, just buy your next game(s) as a gift from the account that needs the points...
Yes you can. But its the same rules, you only get 1/3 of the points for an award.
So if you give a award that costs 4800 points ( highest possible right now), you only will get 1600 points on the other account after 14 days.
There are awards that cost from 300 points ( lowest) to 4800 points (highest).
The receipient ALWAYS gets 1/3 of the buy value as points awarded.
Its also clearly stated if you click on an award to gift away.
There's nothing in place to stop users with other accounts to award their main account.
Even if an account is limited, it is still allowed to award the main account.
I have to guess that there's some "how to get points" guide out there that's misleading users into thinking they automatically get points for doing community-related things.
