Steam+Twitch freezes up pc

So, since a little while ago whenever I run Steam while watching twitch my whole pckinda freezes up. Sometimes it happens immediatley, sometimes it takes a while. The pcdoesnt freeze up completly but gets very sluggish and I cant open any new programs. But most of the time I can still do a normal restart of the pc. Also when it happens, the video playback of twitch stops with the "washmachine-symbol" like it does, when the bandwith is too low.

I reinstalled Steam, reverted back to older GPU-Drivers and tried the most recent GPU-Drivers as well.

Does anyone have any ideas what the problem could be. It kinda sucks not being able to use steam with a gaming pc. The pc is 1 year old and mid-range with a RTX 2070s.

When your PC gets sluggish, do you have the chance to open task manager to see whether something is using 100% of your CPU or disk? If it always happens, open it before you start Steam besides Twitch.

Might also want to start ruling out dodgy hardware.

I left task manager open this time. The CPU went up to 100%, but it didnt show me the culprit, probably because the live update of the task manager froze as well

tried the same thing again. this time it didnt spike up to 100% CPU. The disk also wasnt at 100%.

Steam and Twitch very very laggy and buggy these days. Its normal in time of Corona - they are overloaded^^
