Just imagination running wild and assuming malice where mundane necessity is the underlying reason.
They don't. You can just put something random there. It doesn't apply, if there is no shipping. It will continue as normal. As long as you don't start putting other people their addresses in there or something. If you want to give them your address that's fine. Its not weird to share an address when you order something. That happens all the time, but if they're not shipping anything, then its pointless.
False, putting a false address, especially if it effects taxes can effect your account and lead to issues. The address effects the tax being charged so its far from pointless.
Funny, no one mentioned leaving it blank since you HAVE to put data in there if you want to checkout.......

Again posting anything other then YOUR billing address can get your account banned, as that is what they use to determine taxes. For instance in my address I don't have to pay sales tax on digital purchases, but other states require it.
Considering Steam pays taxes to states/countries based on your address that is fraud. Also try typing not applicable in the zipcode or postal code for instance and see how well that works out as it requires numbers...
Also it wouldn't be truthful as your address is used for tax purposes so your address is always applicable.....

Clear as day the reasons why they require it, and companies take tax fraud very seriously because they can get large fines if they don't make a good faith effort to collect on taxes owed.
Not sure how hard it is to grasp that an address ALWAYS applies as its the way steam is using to determine if they have to charge tax or not, and its additionally required to source the sale in the EU....
This probably needs its own thread. Because its not really relevant to the OP's question. The guy wants to have his question answered, not recieve another.
I don't want to argue about this too long, if possible.
