STEAMCMD | Fatal Error Steam Offline

Trying to run steamcmd to make a game server and I've gotten the classic fatal error..
Yes, I downloaded it from steam's site.

I've already tried:

reinstalling steam
changing the lan setting
restarting my pc
allowing steamcmd through my firewall
completely disabling my firewall
disabled windows defender real time protection
disabled windows defender app & browser control

Still no luck getting steamcmd to run. Anyone got a fix?
