Usually switching download region can fix it when its running slow but if you already tried that...
Also, are you not confusing MegaBYTE with MegaBIT?
Speedtest and similar sites show speed in MegaBIT. Steam shows downloads in MegaBYTE.
8 MegaBIT = 1 MegaBYTE
If your taskmanager says Steam is using 93 mbit, that is corrent, that is pretty much exactly 11.8 MegaByte.
thinge dont work like that, we can all find country with lesser population in them, this dont fix what firber goes and current are. ( look at world map and nearest , dont forget the iceberg, they have cut cable, it has always been a issue afaik. )
Reads like you're mixing up your
mb = megabit
MB = MegaBYTE
8 bits per byte. Steam displays in MB/MegaBYTE where as ISP and speedtest sites use mb/megabits.
Can check for yourself here so no Math needed.

93mb = 11.xx MB so the speed you are getting is correct. It's just being displayed using different units causing you to mix them up
8 Bit = 1 Byte
11.8 Megabyte per second are a 94.4 Megabit. So, a rather normal value for someone with a 100 Megabit connection.
