This advice assumes I don't already have the library set up.
However, I have multiple games installed to that library location. I wish to move a game which is installed to one library folder to another library folder.
This used to be as trivial as right clicking the game, selecting properties > Local Files > Installation Location (or words to that effect). This command path is no longer existent. That's the problem.
You can try manually moving the game's folder (and the appropriate AppManifest file) to the desired folder.
Looks like that's the issue.
I checked a couple of other games and they all have a "Move Install Folder" option in their "Manage Local Files" section. While some of those have launchers, this is the only one with a launcher that handles updates outside of Steam's normal system.
So, it's looking like a problem specific to the game (Warframe, for those this topic might help).
