Known Issues with Internet Service Providers (ISPs)
Important:
If you notice that your Steam connection only has issues during certain hours of the day (for example in the evenings between 5pm and 11pm), it is possible that your ISP is blocking or "shaping" your connection. Please test your connection at other hours of the day and contact your ISP directly if you believe this is causing the connection issue.
Some ISPs have been found to block ports required for the proper operation of Steam and Steam games:
012.net (Steam traffic blocked)
Bluewin (Firewall blocks Steam from provider side - must be disabled through provider's service portal)
Dutch Telecom (Steam traffic blocked)
ISPFree (Steam traffic blocked)
Micronet Broadband (Steam traffic blocked)
so its actual posssible to have issue with steam and not other services.

GL google the other network issue about it, i have tryied to help before.
i will make it simple for you ,
if your Friends laptop works at hes places dont work at your place , then you found a cause.
do not have 2 Routers or other ISP issue or own router problem.
and no i wont waste my time on user own or ISP you did not have talk with them.
im maybe hard , but see to many people live with or accept such.
then you get it im look at this at network point of view, ( and its simple there is you or your ISP and its partner and steam in other end. ) and i always catch the guilthy one. )
its not about blaim its about finding the cause. ( thats how network engineer work )
Things you can try for network help.
- A) If using proxy, custom DNS ensure they're not causing problems, may have to disable it to using default network, or change services of them to ensure they're not causing you the slow down with said service.
- B) If using custom firewall ensure that not causing problems.
- C) flushing your network, open command promt as admin, and give this a try you need to restart when finish.

If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew
- D) If you use 3rd party software that has does something to your network, or mess with other apps, for it access, and permissions, ensure that not the problem.
- E) May have to reboot modem and/or router, unplug power, wait a moment then plug back in, and test.
clearly OP might not know such or double error on sametime.
Well we cant Blaim them for not knowing. but also test our skill for detail, and why ppl should not rant or rage , cute little hearts all over a post dont make reading better.
atleast this steam user seem to try get help.
and that sounds like a congested area from isp into steam and not game server.
if change DL zone dont help then he need to ask ISP and do test with spare pc , to ruleout own pc issue or double router issue.
also tried that netsh reset that DR.Shadows provided, but as i said i have not had any problems at this time even on the second computer so hardly i can jump into any conclusions. I tried to change the download zone, (i live in Czech Republic and my provider is T-mobile just in case)
but now as im currently changing the download zone and it wanted me to restart the app it failed to connect again... i quit the application, started it again and then it worked.... so i guess it must be a problem here in my computer... im struggling with this for already three weeks, i have not installed anything suspicios in these last three weeks so i have no idea what could be causing this. Also sometimes the steam launches fine, but then in the game(Rust) only a few servers pops out in the search server tab or even none... But as i have said, when i disable the network device in the connections and services tab and then enable it it works immidiately even in the game...
I even found a problem in discord so steam is not the only one, in discord when im trying to enter the voice room it keeps saying that it failed to connect and it keeps reconnecting before it is finally connected... sometimes it works as the steam and sometimes not... but these are the only programs i have encountered the network issues
im really trying to avoid windows reinstallation but it seems i will have no other choice
sure i can be wrong , that why i told you get other pc as test just to try ruleout own main pc is the issue , but that is just a test , but there you are other have mention issue with them.
keep in mind i dont know them, or use them, so im neutral here. other then see it from a network point of view. ( it dont look good )
ps.
sure there can be transmission error in T-mobil network or interference , and user dont know or have sms notification ( this still dont help then user write here ) and will still reflect back at ISP and YOU. ( again we are not in the blaim mode here more a cause of issue ) there is a diffrence then you know such matter.
its normal the sooner or later there can be brake downs, you might have something in that region that cause this, and now its fixed again, and this is why SMS notification or email matters.
besure to be on such services , if ISP has such, even lately delive msg is better then why do ISP keep screw something up suspicion, its not a perfect world network , so many thing can go down . but its the better to know okay they work on it then not know it.
this also help steam with ," screw you steam fix my network." then this is not a steam issue at all.
