Report a translation problem
You will have to redownload them, and don't expect that any of the saves or configs or anything - anything at all - is still there. If you uploaded images to steam, they will still exist, but if you didn't back up the data on your drive BEFORE reformatting... Um. Dude, they're gone, that's what reformatting DOES.
If you mean you want to MOVE your games from a correctly formatted disk, TO the other one, there are ways to do that but it'll still involve some fiddling. I'd search "move steam games" and see what comes up. I have never tried to do it myself but I know there's at least one or two tools to do it.
