You can also download Diskinfo and it gives you the health status of your harddrive.
Had that once with a faulty harddrive with defective sectors.
A disk write error? It could possibly be the Windows Protection flagging the download/update as malware. I just had this problem. if you have two hard drives (or SSDs, or both) and you use one as your main game download location. You can go to:
Windows 10 Settings -> Update & Security -> Windows Security -> Virus & Threat Protection -> Virus & Threat protection settings (Manage Settings) -> Exclusions (Add or Remove Exclusions)
Click the button and make the hard drive or SSD Excluded. This is only recommended if you use the hard drive or SSD for games only.
If you don't have two or more drives. Then i would recommend excluding Steam file itself where the steam games are downloaded too.
There is other factors if this itself doesn't work. The hard drive itself can be faulty and needs replacing or There isn't enough room in the hard drive to download/update the game. There is a few errors that windows 10 can actually help with and try to fix the problem if it is repairable. You can find this option by going:
File Manager -> This PC -> Right click the drive that the game is downloading too ->
Properties -> Tools -> Click the button called "Check" -> restart PC after finished.
Or you can download trusted 3rd part programs that can help with the problem. That is truly up to you.

dont forget check disk, but then all is good now or rep steam lib if all fail.
But im sure its first part as you already point out.
Ohh and qurrantie folder can also do this. ( you cant write a file that is blocked )
man, this is a complicate topic.
I'm sorry to hear that it didn't work! I have no other options to give as you tried my solution, as well as tried deleting steam and reinstalling. The other option i can really thank of is contacting steam themselves to see if they can help with the problem.
i cant even install all may games on 6 to 8 TB disk. and newest disk is way bigger then that.
ps.
im pretty sure steam will soon make a warning about it, way to many steam userr seem to dont know what is needed or dont know old ways in free space.
its almost dayli a steam user keep doing this.
because there is no other tool to fix disk write issue.
feel free to use boot safe mode , yuo might have other blocking or thirdpart app doing what av app has been caught in. ( you cant write a file then its blocked or qurrantined )
you need to talk with a tech person , and show him this post.
maybe not all tech person know this, you need a expert in this , its pure basic bad output " disk write error and aV app has been caught in doing it also. ) it should have said virus warning a false positive, gl find other post with this then its under 5 new post to my knowledge at steam.
you need a security experts same time with computer experts and network experts in top of this,
they are not many like that. and at steam even and in this forum.
