As far as I understand, you can't. Steam locks the account to the region it was created in. If your IP address says you where in the US when the account was created, the account is always bound to the US. The same goes for any other country an account was created in.

As far as I can recall; It used to be that using a VPN would trick Steam. Then they changed it because, people where using VPNs to get better prices on games by using currencies that where not native to their own. A US local changing their location to Russia, for a lower cost in rubles for example.

If your permanent residence is in the United States and you created a Steam account while traveling in Spain, you will not be able to set United States as your store country until you have returned home. To complete purchases while traveling in Spain, you will need to use a Spanish payment method or Steam Wallet Code.
