Note, since steam updated to the new system, a lot of skins no longer function.
You might be following old info. A lot changed with the library update.
I'm suspecting the mistake you made was that you didn't use the skin's primary folder.
When you download a Steam client skin it usually comes in a .rar file, and when you unpack it then it creates a folder and within that folder is another folder which is the skin's primary folder.
You want to use the primary folder with folders and .styles files in it.
Here's a quick rundown;
You don't need to restart Steam client or anything, the client settings will immediately detect the skin.
I also haven't been able to find any new ones for the current iteration of the client (the one that has "Friends" separate).
Does it mean that it's not possible to make new skins any more?
As far I know there isn't any custom skins that would reskin the friendlist and chat window also.
The skins that works are simply compatible with Steam client and the overlay, such as the buttons and text doesn't overlap each other but they're not flawless.
For example, the Metro skin I'm using looks perfectly fine overall except for the settings window alone, there are few texts that positions little too close to the section title.
That's the only thing so far, it's such a petite imperfection and most certainly worth it for me so I wouldn't have to endure Steam's default skin.
Go in your Steam/Skins folder and check if the Metro folder is straight after the Skins folder.
For me it was like this: Steam>Skins>Metro-for-Steam>Metro-for-Steam
but it had to be like this: Steam>Skins>Metro-for-Steam
It actually solved it, I can select the skin in the interface settings now. I really hope that this is what causes your problem.

Was also a little confused as to why Metro wasn't showing for me in Steam Interface settings either, despite following all the steps, but this was it; there was another Metro folder inside the original one! Moving that straight into the skins folder fixed it for me too!
