Basically the title, is there a way to buy an avatar frame for another person on steam for points?

Not as of yet. You can give that person a profile award which will transfer 1/3 of the points to that person. They'll get the points 2 weeks later.

Nope stuff in the points shop aren’t tradable would be cool if steam did that though there would definitely be people using them try to scam TF2 and CSGO items
