It really shouldn't be a problem when you mod Skyrim; most people have their default installs there. What exactly is the problem you're having?
Edit: Mod issues in Skyrim (and most Bethesda games) are usually compatibility or sort order related. Have you sorted everything LOOT yet?
Edit 2: Obviously, you'll need to move the mods as well, including those which are a pain and require a fancy install of some kind.
"Frostfall failed to read/write your settings profile, which is required. This is likely due to not having folder permissions to Skyrim/ Data/ SKSE/ Plugins. Try to create a folder named FrostfallData inside SKSE/Plugins/ folder yourself. If Plugins doesn't exist, create that, too. Also try to run Skyrim as administrator."
All the files are already there, and running as admin didn't solve the problem. There are specific permission problems with that folder. Looks like the only way is to uninstall. Thankfully my mods aren't too complicated :P
There are rare mods that can have weird permission issues - it's recommended you not install those in the Program Files directory, but 99% of mods work fine, it's most likely, a sort order, compatibility, or missing required mod issue.
For the last two OP needs to either check each mod or have the folks in the Skyrim Discussion Section quickly comb through them.

And OP hit the infamous Frostfall issue.
There's loads of workaround for this and playing around with things, changing the install order sometimes works....but it's time to talk to go ask here: https://steamcommunity.com/app/489830/discussions/
OPs issue might not be solved by playing around with the permissions. It can be a SkyUI issue (which is pretty common) that's not permission related (the wording is misleading), but rather mod related. LOOT doesn't always catch it. It could be Campfire related?
Game devs has use Program Files (x86) sense NTFS , failing to see that truth just say alot about the world users in general. in lack of security and its change over time.
this is not steam faulth or games devs or even security app problem , its user that forgot the change and the consequence of this.

If your using "Wearable lanterns" with Forstfall just remove it and see what happens. WL is a pain to run and I stopped using it.

It's related to the interactions between Frostfall, Campfire, Wearable Lantern, SKSE64 (the version number is important), and whether SKYUI trying to read the mod. Also, weird things happen when Forstfall is installed with the Creation Clubs own survival mod.
Skyrim mods follow their own logic that's not related to this dimension.
Edit: Also, OPs anti-virus could be involved. Also, whichever mod manager OP is using - NMM has a box to tick I believe but I haven't installed it in ages.
