"App already running" bug

Hi. I thought this bug was happening to a particular game, but it actually has been happening with all the games i have on Steam. I play a game, close it, leave for the night and when i come back my pc didn't sleep and i have 8+ extra hours of game time.
Task manager shows absolutely no game running. If i quit Steam and open it again, it shows the game is still running... still.
Cant be bothered to restart my PC everytime I play a game. Anyone find any fixes?

BTW, I'm on Windows 10 Home 64bits.

Also, in case it gets stuck like that, you can always close your browser to fix this, for some reason, when you are stuck ingame, you CANNOT delete that file, it will say it is "in use", but if you close your browser, and delete that file, your problem should go away (at least until the next time it gets stuck)

Reason why this happens: sometimes, while being signed in on your browser, your browser will make changes to the file in the same time your steam client makes changes to that file, something can happen and it will give you that error.

If you're a Windows OS: C:\Program Files\Steam and then delete the folder <appcache>.
