Can you check someone's item history?

No not Steam itself. If there a 3rd party site that scans everyone public inventory that would likely be what you saw.

backpack tf used to do that, not sure if it still does but last I checked was during the days of public-by-default profiles so it was nice and easy to check things like that. It still had to scrape data so it was entirely a by hand thing.
