Can't add people on steam (HELP)

Every time I'm trying to add ppl it shows me an error that says

"It looks like you've sent too many friend invites. To prevent spam, you'll have to wait before you can invite more friends. Please note that other players can still add you during this time."

I checked my pending invites and It's empty. Please help, how do I fix this?

I don't know if it makes sense sometimes, but have you tried to log in to vpn with and without?

You've sent to many friend requests. You just have to wait before you can send more. There's a limit on how many invites you can send per week

if your'e using steam clint anyway, if not, idk what to do but, in steam clint, you should see a button that says ''steam'' click that and there should be a 'exit'' button.

How do I check that?

Nothing to check.

READ the message. It tells you exactly why you can't send any more requests.
