Steam stuck on "Starting" for game downloads.

Trying to download Satisfactory. Download has been stuck in "starting" status.

I have:
Restarted steam.
Restarted PC.
Plugged it in.
Changed DNS to:
8.8.8.8
8.8.4.4
Cleared download Cache.
Changed download server.
Sang a couple songs.

Googled til my fingers hurt.

(Steam status site shows everything is up and running)


everything else i'm doing on my computer is working just fine.
I'm developing in Unity and able to collab without any issues.


13 ping 120 down 11 up.

Please send help.

have had same issue before.. starting in safemode with netorking results in safemode with NO netwrok connectivity.

have used these commands which sorta worked

ipconfig /release
ipconfig /releaase6
ipconfig /flushdns
ipconfig /renew
ipconfig /renew6


use the commands in that order. the /release6 and /renew6 deals with ipv6. so the end result is a new connection lease on ipv4 and ipv6 and a flushed dns cache.

Deal with Anti virus app as first choise. ( you cant DL somthing you block. ) if its even that.

just remember to shutdown (exit) steam before running the commands above.
