After that the shared game is "locked" as coming from that library.
If that library is in use you cant use the game even if another user you share with has the game too.
Family Share only uses that first copy and does not even see additional ones.
And yes, its annoying but thats a technical limitation of the system it seems as this has been the case since Family Share started and was called out many times by users.
But apparently Steam cant or wont change it.
