i you cant make a ftp server or game server and get people from internet into it , either they dont route it or it require own puvlic ip-adr so traffic is route into it, they try protect other flat's , it was called campus in the old terms , not sure what english call a house/building net today with flat's
typical fiber into Buliding complex and 1 ISP is in controll of it.
this has nothing to do with can play on other multi player , this is either you host it( own server ) or you are a client. to other should work fine ( unless they have same issue on that isp building )
if this is to complaicet to understand say so, im sure other English person understand network.
if they even want to waste there time on it.
simple ask own ISP or check own login portal at isp or talk with them.
My personal bet is your NIC, background crapware interfering with Steam usually has other symptoms. So try it with another NIC.
same thing in other end , who said you can get in to a private server behind that campus or house net.
yes i know its complicated, ( its been said many time over decads, security firewall on isp or own router or pc + other side. ) + anti-virus now in top of this , some app has all in one.
do note the diffrence in network issue or own pc issue as reboot point out.
you could say combine with isp doing something in top of this.
Hosting ( server ) is one thing
as client then connect to other is not same thing you conntet to other public server , this is not same as private servers. ( that might have house net ) block incoming traffic. )
it's just that I can't join other peoples games/servers.

House comment was for Iceira. Sounded like he thought it might be a common building/apartment issue with ISP.
Still dunno what NIC is tho.
I can join the servers from my old computer tho, so it's more likely an issue with my new computer.
I get that thing about common buildings. I live in an apartment house myself, by the way. Renting/buying a single-family-house in my place would be prohibitively expensive and moving out to the country got a certain feel of slow suicide. Having to drive for half an hour to get grocceries or to the cinema, yikes. Or having to actually drive to work instead of essentially falling out of the house door into the subway, spending the 20 or so minues commute dozing.
chace this is ISP issue is there unless multi router dont know other router is connected to other router this is know as wrong network scope and route issue. lets skip that , to compliczted for most people.
this will end the debat , with ISP or own pc issue.
