Steam Link (Android TV App) Stupid Questions

Hey all. Steam Link doesn't seem to have its own sub, so you gotta deal with my crappy questions here. Apologies in advance.

1) I have a 3440x1440 main monitor with a 2560x1440 secondary. When Big Picture launches it is set to temporarily make my 16:9 monitor my primary one, for the purposes of streaming to my 4K TV. If I were to then set the in game resolution to 4K, would the end signal shown on my TV be a true 4K, or a upscaled 1440p image?

2) What are generally agreed upon "best settings" for when both the PC and the TV device (in this case a 2019/2020 Shield TV Pro) are wired to the same router?
