They're pretty active and will know the tech ins, outs, tricks and workarounds. Also, the FPS of a FPS is a tricky matter.

In the video he enters a command in the console, running commands in the console is the same thing as adding a line to an autoexec file. Creating and using the file loads the settings from the file automatically so we don't have to do it manually every time.
FYI and Warning: Certain commands can produce a VAC ban. Video setting commands won't get you banned the ones that can and do are the ones undesirable players try to use as an advantage over other players.

No problem with asking - usually faster to point people to the source of the info if there's a very active community. Usually, they're faster.
Saying that Jack Schitt great advice should work great if you're happy to lock it at 60 or go the console command route.
