Both the Steam store page and the 2k.com page are very explicit about this. If the requirements were vague it might be possible to go lower than the minimums. It's not uncommon. But when they're very specific about CPU features you need, that's doesn't happen by accident and should not be ignored.
It seems like that 2nd gen Core CPU's (Sandy Bridge) were the first to support SSE4.2 and AVX which is what the i3 2100 is. First gen Core CPU's (Nehalem) supported SSE4.2, but not AVX by what I'm seeing. And Core 2 CPU's (like my old Core 2 Q6600) support neither.
I mean this is a pretty specific bit of information in the system requirements and in those cases I would expect it to be accurate.
Your CPU cannot play this game. You can't add CPU instructions to the CPU. This isn't some software update you can do. "Just needing some cpu instructions" translates to "need a new CPU". And in your case that would mean a new CPU, Motherboard, and RAM.
