Unplug Keyboard and mouse while Steam is off so it only detects the controller.
Likewise, if you have any third-party software to provide "controller support", get rid of it.
I'm never unplugging anything, and it works just fine. Having to unplug stuff would be a huge annoyance.
If this is a PS4 controller, enable generic and PlayStation controller, by checking the box, and that about it.
If Xbox, ensure enable Xbox controller by checking the box. May need to check generic as well, if using fake Xbox 360 controller.
If using Switch pro controller, enable switch, and generic controller.
I don't have issue using Xbox, or PS4 controller. By chance if you were connecting controller during the game, the game may not registered new device input that connected and have to restart the game.
If using 3rd party software to emulate controller, such as PS3, PS4, or etc controller, ensure that you start the software first before you start Steam.

Yes," support" is off, but it still does it regardless if it's on or off. I do not have any 3rd party gamepad software. Steam gives a popup saying that it's loaded a gamepad layout or something when I launch some games, one or two of which have Actual gamepad support that I HAVE used very much in the past, and even emailing support for a game they say that the gamepad support wasn't removed and to just disable the keyboard layout in steam settings (without an explanation)
My xbox 360 controller is one of those old candy xbox controllers, I've had it for many years as my only gamepad and it has always worked for me, even without big picture mode or 3rd party software with as much as I've used it.
It's an xbox 360 controller as far as I know.
I don't think you read my short post, I did mention Xbox 360 controller. Steam has some feature to bind gamepad controls to keyboard keys to help give "gamepad support" for games that haven't/can't get actual support. For some reason, the games I want to play HAVE native gamepad support, yet they also have these layouts set for their game to rebind my gamepad buttons to keyboard keys, making it impossible to play with actual gamepad controls which I have mentioned I've used native gamepad support for hundreds of hours on this game.
Having support ticked on or off does nothing in Steam's controller settings, it still loads keyboard key layouts over my actual gamepad controls.
My "Desktop Configuration" through steam's settings is completely blank, this has nothing to do with Steam overriding my controls on game start-up.
I changed my gamepad controls to use the actual gamepad layout through "Controller Configuration", launched my game, gamepad did absolutely nothing, no buttons worked despite that layout saying it should work with native controls if the game supports it.
I went into Controller Options, saw "Steam input per-game setting", set that to "Forced off" and it started to let me use the native controls again.
