Can i play GTA V or Red Dead Redemption Online in another Rockstar Games account?
I have Red Dead Online for a while on an account but, I lost it and for some reason I can't access it even trying to change the password by gmail i created another account, but any way I bought it through Steam, there could be some way I can use it this in another account?

Only if you ask Rockstar to transfer it to the new account.
Which they won't do.
Ask them to get your old account back. That they will do.

Steam games are tied to the account that they were bought with and they cannot be "transferred" to another account.

You can do both, but you won't be able to play the game.

You log into the Steam account that owns the game and then further login to the Social Club profile that the game is tied to when prompted and then you can play.

The closest you can get is family sharing with the other account, but I don't think that really solve your account access issue.

You can buy it again on your current account but you will need a new Rockstar Social Club account and link that to your Steam profile.
