- If want to keep current online cloud saves, but don't want cloud save to download to you. Disable cloud save, then delete the saves, and you get a fresh new start.
Right click on game, click on properties, then uncheck box for cloud save support.
- If you want to replace online cloud saves with new ones, and want to keep cloud save enable.
Launch the game, delete saves, make new save, then close game, and should cause Steam to upload the save with the same name to replace those online.
When you close the game it trigger upload for current save.
Let me know if still encountering the issue.
Check what files it shows here.

Yeah, their are still there, and it seems that there is no option to delete them from here.
Try the method one more time since you have cloud save enable. Launch game, and just replace the files with fresh copy, leave the other saves alone, close game, and check if it started uploading save, if it does, then means you got it uploaded, if the fresh save still there.
There two kind of save files I see from the screenshot so not sure which one is your main save.
The saves that say "Joyful" is the DLC. Here's a screenshot of just the main game saves (which is what I care about currently).
I'll try again and get back to you.
(with cloud saves enabled)
2. delete AppID Folder of the game
3. start the game
4. enable steam cloud while the game is running
5. close game and start it again
6. select local file and then the cloud files will be overwritten with the new config
A) Replacing save, just launch game with Steam enable, replace save file, force close game that it.
B) Delete save, just launch game with Steam enable, delete save file, force close game that it.
C) If game demands a new file to be made, turn off Steam cloud, delete save, lunch game, make new save then close game, move new save to safe place, turn cloud back on, lunch game, replace save, and force close game that it.
