[question] Downloading older game vesions.

i've been trying to download an older vesion of Payday 2
using the steam command console and the manifest code for the version i want
(download_depot 218620 218621 5419080034494231128),
but everytime i try it it says: "Depot download failed: Manifest not available".

i havent tried other games, but i have tried other versions of PD2, none works.
is it something that steam no longer allows users to do? or is it something else?

i`m asking here, because the process seems to be the same no matter the game, and reach might be larger here. but i`ll post it there as well, cheers

It might be Steam wide but since you haven't tested any others, the game hub is your best bet for an answer for that game itself.
