Does this happen in a specific game? Or on your computer in general?

If it is a specific game, check that game's options for mouse. If it's just overall, is your mouse broken? Is it a wireless, or wired mouse? That will have very different help for you - if it's wireless, check the battery. If wired, check the connection - put the dongle (wireless) or the plug (wired) into a different slot on the computer to see if that changes anything. Check any wires for breaks or stress, if it's wired and is in a weird position that can often crimp wires and cause serious issues.

is the mouse *clean*? Did any changes occur on your OS that might have led to it "forgetting" mouse drivers or settings?
I would try a different USB port. Or it could be the cable is wearing out and interfering with the signal.

I would make sure to clean it and make sure nothing is obstructing the laser.

How old is the mouser/how long have you been using it? If it's getting older, sometimes things wear out. If it's new, you might need to get a replacement/refund it. Sometimes things are defective out of the box.
@Zekiran its happens on general i play cs this is a wired mouse i tried putting it in different slots of usb in the back and the front nothing changes no breaks or stress plus this mouse is new the mouse is clean i also clean the usb ports but its still the same and also do i need to clean the inside of my pc that might solve it but im just trying to see if anything else works ps maybe its the polling rate that i need to change mines currently on 125-145 hz maybe changing it to 250hz might work? but i dont know how to do that on my mouse the mouse im using have a software but it doesnt show any polling rate settings
@Snakub Plissken the mouse is new ive tried 2 diff new mouses and its still the same maybe i need to change mousepads bcuz ive 2 diff mousepad the one im currently using is great but the flicking is the problem when im trying to flick or move left and right and the second mousepad was horrible it made it worses by that i mean it stutters like crazy cant even flick
im trying to use 800 dpi so that i can accurately aim the head on cs but the mouse sensor aint picking up the movement accurately so i had to change it to 1600 dpi so that i can at least move left and right but there is still the flicking issue so thats what im trying look for fixes i tried changing the pointer but its the same been like 2-3 weeks that im trying to find the fix on it

If you have tried different mice but had the same trouble, that is very likely a different problem, are you sure it's not your monitor?
@Zekiran thats what im trying to solve here i dont know if its my monitor or not
do you know how to change polling rate on mouse ? maybe that will help
Not a clue, though google gives numerous results on that. Since I don't know what OS you're using or anything else that's all I could suggest.

Do you usually have v-sync enabled by chance?
If you tested two mice, it's most likely not caused by the mouse, and your computer may pause at intervals for another reason.

Does the animation pause as well? For example: If you are running something animated, like a game. (For instance, when your screen is displaying a ball that rolls around from left to right.) Does the animation of the ball stop during motion, when those pauses take place?

@Zekiran my os is windows 10 home i dont think i have vsync on if i have it on how do i turn if off?
@AustrAlien2010 idk about animation part but i am playing on cs but noting stops its just when i move the mouse fast to flick it either the cursor goes down or that it stops in the middle for 1 sec and then goes down
I have the same problem with one of the mices(?)(not a native speaker) , it's a cheap mouse which have not enough polling rate(kinda a refresh rate for you sensor to process the movement)
But , if you have a more expensive mouse you surely have a software with it where you can increase the Hz for polling rate
