If it is a specific game, check that game's options for mouse. If it's just overall, is your mouse broken? Is it a wireless, or wired mouse? That will have very different help for you - if it's wireless, check the battery. If wired, check the connection - put the dongle (wireless) or the plug (wired) into a different slot on the computer to see if that changes anything. Check any wires for breaks or stress, if it's wired and is in a weird position that can often crimp wires and cause serious issues.
is the mouse *clean*? Did any changes occur on your OS that might have led to it "forgetting" mouse drivers or settings?
I would make sure to clean it and make sure nothing is obstructing the laser.
How old is the mouser/how long have you been using it? If it's getting older, sometimes things wear out. If it's new, you might need to get a replacement/refund it. Sometimes things are defective out of the box.
Do you usually have v-sync enabled by chance?
Does the animation pause as well? For example: If you are running something animated, like a game. (For instance, when your screen is displaying a ball that rolls around from left to right.) Does the animation of the ball stop during motion, when those pauses take place?
But , if you have a more expensive mouse you surely have a software with it where you can increase the Hz for polling rate
