For starters I don't see the game in your library, which why I asked, not sure if server late to update.
Is the game pending in your purchase history?
You won't get card drop unless you own the game, and run it x period of time to get the card drop.
It's possible being a server issue, but if you want, can contact support for help.
Steam help page > My account > Data related to my account > scroll to the bottom, click on contact support. They may take a day, or two to reply back to you.
