Yes..i did that also since day the problem starts....If i change account but same PC i can u/l screens...I also add my main account to my laptop and again cant u/l screens.I also reset my IP which didnt work either
Packet routing, as has been mentioned. Resetting your modem to get a different IP doesn't change your location therefore doesn't guarantee it changes the route. There's servers in the IP's of the screenshots attempted to be uploaded in the path for users experiencing this that are timing out which means those servers aren't working therefore the upload fails because it can't get passed them to the destination server.
Report it to Steam and your provider so they know about it. There isn't anything they can do about it other than, if they even bother, attempting to contact the owner of the servers causing the failure inquiring about it. Then apply some patience for the fix.
What do u mean they cant do anything ? Excuse my ignorance but that servers r not related with steam ? i mean at least not rented from steam ? I dont get it rly

No, the servers failing don't belong to and have nothing to do with Steam or Valve.
The internet is called the "Web" because of how it travels from server to server to get from the source to the destination and back. The connection has to return so we get a report on it's success or failure. It's called the web because when it's given a graphic display the connection paths around the earth form what looks similar to a spider's web.
When we send data it's clustered in to multiple packets, it's not all sent in one package all together. Even a small file-sized image can be several million pieces of data. Connections don't send the packets in a straight line from the source to the destination it gets bounced around all over the place.
For example say you're in South East USA (Florida) and you're communicating with a server in California on the west coast. The path the packets are sent might go to somewhere in the midwest of the US, then up in to Canada somehere, then back down to North Central US, down near the Gulf of Mexico, over to Nevada area, back up near Canada again, somewhere in the Northern west coast, then finally in to California, then finally to the destination.
Every 'stop' it goes through is a server called a hop. The servers could be an ISP office, a data center, a radio tower, some (but few) are giant hub things similar to a transformer on those giant pole line structures that look like framed stick men. They're property owned by...the companies that own them. Examples are Verizon, Xfinity, Sprint Cellular, StarLink, or they could be privately owned by an investor that does nothing with them other than profit from their use which is done through contract agreements with companies that provide internet service.

Each item in the numbered list that appears is a server called a hop somewhere the packets are routed through to get to the destination. The hops are displayed graphically on the map where the pin icons are.
The problem is that one of those hops some users screenshots are being routed through is not working properly. They're broken or malfunctioning.
Similar to when a vehicle crash takes out a telephone pole and takes out half a cities electricity and utilities the same kind of thing could be the reason the hop is down if it's not a mechanical issue with it. As long as the owner of the server knows it's down it's most likely being addressed and fixed.
I don't really know for sure. An airplane could have crashed and taken out several poles severing the connection. Who knows how long it will take to fix depending upon why it's not working. A hacker could have busted in to it and infected it with a virus.
The what's-it could have jiggled the combobilator and ripped the whosabippy.
There's a way to try and find out why it's down but I haven't been willing to going through the effort of trying to.
Very well explained and thx a lot for ur time and effort to write all this(which i read all XD) but...
There is a big BUT here..as u said most of us dont have a clue how all this works and tbf it is not our job to know all this....Im payin(throught games,steam wallet etc) the steam to take care of this and have my gamin experience without any probs(at least not on my side) coz as i said its not my job...Im dental artist and designing tooths...My job is to make the tooth fits well in a mouth and im sure the patient dont care how m i doing it or why(if) dont fits ok, my job is(and thats why i payed for) to make everything works ok.I understand this is more complicated but at least they(steam) can show that they r tryin to fix the problem and that they r aware of it...An automated reply like <Go search forums-its not our fault> looks very bad imo and all it does is makin ppl more frustrating. Thats my 2c without want to be toxic or rude to anyone
Im gonna keep bumbing this thread till i(we-since im not the only one) have an ofiicial reply or problem solved.
The only person that has the authority to do that is the person that owns the server or tower/pole (hop).
Since u know so much...is there a chance if i keep resetin my ip finaly manage to bypass that problem ?
I could be wrong because I haven't looked in to it much but I believe that's what part of the StarLink project might be a projected solution for, to provide more server connections we have better control over and just the fact of having more hops so connections can route in straighter lines in less hops = increased internet speeds.

I tried this method;
1. Exit steam
2. Delete screenshots.vdf file
3. Restart steam, screenshots.vdf It will be regenerated
4. The newly generated VDF file will set of each picture (Because I don't use VR)
But it still failed ,It's the same mistake
Setting screenshot metadata finished with result Timeout
This confirms Valve has no control over it.

Not to mention some 155 kills in WW2 that i want to u/l like mad XDDDDD
Either way a valve employe appearance wont harm i guess..u know how it goes..some times a simple talk that they r aware of it can make wonders.
I can corfim that...Done it in the past several times..even with older screens after a full PC format.
I just take a backup right now just in case and waitin.
