No. Steam only allocates what it actually needs to download and install the game.
The temporary space needed can be about twice as big as the actual game due to downloads being compressed and requiring to be decompressed after downloading.

Free some space to accomodate the needs of the download.
If you are that tight that you can't spare a few gigabytes, you really should clean up your drive(s).

i had 25 GB of free space and the game needed only 18GB the download stopped at 50% because i ran out of space

disk is red. in windows system information that a warning signal in lost performance and free space issue. ( old windows advice )

what will you do if a game update require full update, then you are in trouble. size matters and % free is dead 130gb SSD and 4TB disk you cant say 10% fix all , new disk has 20TB

Yup, that is to be expected. For pretty much every single gamer in this world (including you), internet bandwidth is way more limited, than disk bandwidth. And for many of us (well, not me, but there's others less fortunate), internet traffic is limited!

So compressing downloads is a neccessity. So to download a game of 18GB, you need 18GB+the space needed for the compressed files. A factor of 2 is a good rule of thumb. Since downloads are compressed, you generally need less than twice the space, but that's why I said "rule of thumb" and not "strict requirement".

Either way, make space.

the allocating disk space took all of the 18 GB but it also had to download another 18 because of the game and i know this because in "C:\Program Files (x86)\Steam\steamapps\downloading" it said 18GB and the game wasnt even downloaded yet

well i only have a 56 GB drive and i only can use 24 GB so steam should add an option to toggle off or on the disk space allocation or something like that

Yes that is how disk space WORKS.

You need to clear up a LOT of space on that drive.

Don't install games on it. There is not enough space left. Even if it was PHYSICALLY able to load the rest of that download on it, it *wouldn't* be able to run well enough because there's no space left for the drive to function properly.

Keep around the same amount of your drive completely clear as you have RAM. If you're that close to filling it already, *stop* filling it. Get a bigger drive, get a second or third drive.

How do you "only have a 56 gig drive"?

Is this a computer that you share with other people? Drives *do not come that small*. Are you trying to run a game on a flash / usb drive?!
